You are already aware that Government have received an application from a large number of the Land Owners in this Colony praying for a modification of the Leases. This application Government has seen no reason to even recommend to the favourable consideration of Her Majesty's Government, and I am directed to forward to you a copy of the Reply No: 92 which was written to the applicants on the 8th instant, in order that it may be placed on special record in the Land Office.

With reference to some passages of that Reply, I am further directed to request that you will at your earliest convenience prepare and submit a probable Estimate formed from the best data you can procure, but without entering into anything like details, of the amount in some years expended on building in this
